The top of the head means the top of the skull, not the top of the hair. Leave some white space above the hair and keep both shoulders in the frame.

This only crops and sizes your photo; it can't judge it. ICA may still reject a photo that misses a guideline. If you're unsure, a photo studio can take one to ICA's specifications.

How this works

ICA asks for photos uploaded through its e-Services, such as passport applications and renewals, to be 400 pixels wide by 514 pixels high, in JPG, JPEG, PNG, HEIC or HEIF format, and no larger than 8 MB. The photo must be in colour, taken within the last three months, and unaltered. ICA bases its requirements on ISO and ICAO specifications.

This tool crops and scales your photo to exactly 400 × 514 pixels and saves it as a JPG, all inside your browser. The guides follow the ICAO passport photo standard (Doc 9303), in which the face from chin to the top of the head (not the hair) takes up 70% to 80% of the photo height: put the top of the head in the upper band and the chin in the lower band and you are within that range.

The background check samples the top corners of the cropped photo and flags them if they look grey, shadowed or coloured. It is a rough check only. The tool does not remove backgrounds, retouch faces or judge expression and lighting, because ICA requires photos to be unaltered.

ICA may still reject a photo that misses any guideline, which delays the application (ICA says passport processing can take up to four weeks when the photo does not meet requirements). If you're unsure, photo studios across Singapore take ICA-compliant passport and IC photos.

FAQs

What is the ICA photo size for passport and IC applications?

400 pixels wide by 514 pixels high for photos uploaded through ICA's e-Services. ICA accepts JPG, JPEG, PNG, HEIC and HEIF files up to 8 MB.

What background does ICA require?

White. ICA's guidelines say the photo background must be white in colour (a blue background is shown as unacceptable), and head gear or attire must be dark so it stands out against the white.

Can I wear spectacles in my passport photo?

Yes, if the lenses are clear and untinted and your eyes are fully visible without glare. Coloured contact lenses are not allowed, and the photo must have no red eye.

Can I use a selfie for my Singapore passport photo?

ICA does not recommend it, because selfies are usually distorted or poorly framed and can delay the application. Ask someone to take the photo, at eye level, against a white wall in even light.

How recent must the photo be?

Taken within the last three months. ICA asks for a new colour photo for every new passport or IC application.
