What licence should a cake shop have?

    Singapore Food Agency (SFA) · Required by law

    Every restaurant, cafe, bakery, stall and food court outlet selling food to the public must be licensed by SFA. Since 19 Jan 2026 the licence carries a SAFE grade (A, B, C or NEW) based on the outlet's food-safety track record; scan the QR code on the displayed licence to see it.

  • Decide between a licensed shop (SAFE-graded, inspected premises) and a home baker (no SFA licence, often more customisable). Both are legal.
  • For halal, only MUIS-certified bakeries count; home bakers cannot be MUIS-certified as eating establishments, so 'halal ingredients' is a claim, not certification.
  • Confirm how the cake should be stored and how long it can be left out – cream and mousse cakes do not travel well in Singapore heat.
  • Get delivery fees and time slots in writing; many shops charge more for fixed time windows or public holidays.
  • For allergies, ask whether nuts and gluten are handled in the same kitchen.

No. SFA does not require home-based food businesses to be licensed, given their small scale. They must still follow food-safety laws, and SFA can order them to stop or recall products after an incident. Home-based businesses cannot offer catering or sell to licensed food retailers.

How do I know if a cake shop is halal?

Check the outlet on MUIS's Certified Eating Establishments list or the MuslimSG app, and look for the original certificate in the shop. Cakes may contain gelatine, rum or liqueurs, so 'no pork, no lard' does not mean halal.
