How this works

Buyer's Stamp Duty (BSD) is tiered on the purchase price or market value, whichever is higher. For residential property bought on or after 15 February 2023 the rates are 1% on the first S$180,000, 2% on the next S$180,000, 3% on the next S$640,000, 4% on the next S$500,000, 5% on the next S$1.5 million and 6% above S$3 million.

Additional Buyer's Stamp Duty (ABSD) applies on top, as a flat percentage of the price, depending on the buyer's residency and how many residential properties they will own. For joint buyers, the profile with the highest rate applies to the whole price.

Stamp duty must be paid within 14 days of signing the Sale and Purchase Agreement (or exercising the option). Married couples with at least one Singapore citizen buying a second home can claim an ABSD refund if they sell their first home within six months.

How much is buyer's stamp duty on a S$1 million condo?

BSD on a S$1,000,000 residential property is S$24,600: 1% of S$180,000 (S$1,800) + 2% of S$180,000 (S$3,600) + 3% of S$640,000 (S$19,200). A Singapore citizen buying their first home pays no ABSD.

What are the ABSD rates in 2026?

Singapore citizens pay 0% on their first residential property, 20% on the second and 30% on the third and subsequent. Permanent residents pay 5%, 30% and 35%. Foreigners pay 60% on any residential property, and entities pay 65%. These rates have applied since 27 April 2023.

Can I pay stamp duty with CPF?

Yes. CPF Ordinary Account savings can be used to reimburse BSD for a property bought with CPF, but you must pay IRAS in cash first and then apply to CPF. ABSD cannot be paid from CPF if the property is not being financed with CPF in your name.

Do HDB buyers pay stamp duty?

Yes. Buyer's stamp duty applies to HDB flats too, both new and resale. ABSD also applies to HDB purchases where the buyer would own more than one property, though HDB rules usually require selling a private property before buying a resale flat.
