PARF rebate COE rebate

Rebates are paid to the registered owner after deregistration (scrapping or export) and must be claimed within 12 months. They can be taken as cash or used to offset the taxes on your next car. Exporting within 2 years of registration caps the COE rebate at 80% of the QP.

This is the "paper value" of the car: what LTA pays back on deregistration. Any offer for the car should be at least this, since you could deregister it and collect the rebates yourself.

How this works

The PARF rebate is a percentage of the Additional Registration Fee (ARF) you actually paid, set by the car's age when it is deregistered. For cars registered before 15 February 2023 it is 75% up to 5 years old, falling 5 points a year to 50% at 9 to 10 years, with no cap. Cars registered from 15 February 2023 to 12 February 2026 get the same rates capped at S$60,000.

Budget 2026 cut the schedule for cars registered with COEs from the second February 2026 bidding exercise onwards (on or after 13 February 2026 for COE-exempt cars): 30% up to 5 years, falling 5 points a year to 5% at 9 to 10 years, capped at S$30,000. Cars over 10 years old, or with a renewed COE, get no PARF.

The COE rebate is the quota premium (QP) paid multiplied by the unused COE period over 120 months. LTA counts the unused period from the day after deregistration to the COE expiry date, in full months plus leftover days at 30 days to a month. Rebates are valid for 12 months after deregistration.

How much PARF rebate will I get in 2026?

It depends on when the car was registered. A car registered before 15 Feb 2023 and deregistered at 6.5 years old gets 65% of its ARF back, so S$16,250 on S$25,000 of ARF. A car registered after 13 Feb 2026 gets only 30% up to 5 years old, capped at S$30,000.

What did Budget 2026 change about PARF?

LTA cut the PARF rebate by 45 percentage points at every age and halved the cap from S$60,000 to S$30,000, for cars registered with COEs from the second February 2026 bidding exercise onwards. Cars registered before that keep their old schedule.

How is the COE rebate calculated?

COE rebate = QP paid × unused COE months ÷ 120. LTA's own example: a S$16,897 QP with 29.1 months left returns S$4,097. The rebate shrinks every day the car stays on the road.

Do I get PARF if I renew my COE?

No. Renewing the COE forfeits the PARF rebate for good. When a renewed car is deregistered early you only get back the unused part of the prevailing quota premium (PQP) you paid to renew.

When is the best time to deregister for the most rebate?

Just before a PARF step-down. The rate drops by 5 points of ARF on each anniversary after year 5, so deregistering a day before the 6th, 7th, 8th, 9th or 10th anniversary keeps the higher rate. The COE rebate falls steadily in between.
