What licence should a plumber have?

    PUB, Singapore's National Water Agency · Required by law

    Required for regulated water service work (laying, altering or replacing water pipes, tanks and fittings) and sanitary plumbing work (installing, changing or relocating toilet bowls and sanitary pipes). It is an offence to engage an unlicensed plumber for these works.

How to choose a plumber

  • Decide if your job needs a licensed plumber: toilet bowl replacement, pipe rerouting and water tank work do; tap replacement, choke clearing and basin installation do not.
  • Verify the plumber's name and licence number on PUB's online Licensed Plumber search before work starts.
  • Ask for a fixed quote after diagnosis, including parts and transport, rather than an open-ended hourly charge.
  • For HDB flats, any change to the original sanitary piping needs HDB approval, so use a DRC contractor working with a licensed plumber.
  • Ask whether the plumber gives a workmanship warranty, especially for concealed pipe work.

  • Unwilling to give a licence number for work that needs a licensed plumber.
  • Quoting a low call-out fee, then adding large 'parts' or 'machine' charges after starting.

Yes. Installing, changing or relocating a toilet bowl is sanitary plumbing work that must be done by a PUB Licensed Plumber. What plumbing work can a handyman do in Singapore?

PUB allows handymen to do simple plumbing works without a licence.
