What licence should a tuition centre have?

  • Registration of private school (tuition/enrichment centre)

Ministry of Education (MOE) · Required by law

Required for centres teaching 10 or more students. The centre, its courses and each teacher must be registered. The centre must also meet fire-safety and premises rules and display its certificate on site. Registration is not an endorsement of quality.

How to choose a tuition centre

  • If a centre runs classes of 10 or more, ask to see its MOE registration certificate, which it has to display. MOE also registers each tutor and turns down applicants with serious convictions, including sexual offences.
  • Freelance home tutors are not regulated by MOE. Check their qualifications and references, and ask whether they have taught the current syllabus, since PSLE, O-Level and A-Level syllabuses are revised from time to time.
  • Work out the real hourly cost. For example, $280 a month for four 1.5-hour lessons is about $47 an hour per child, and you also need to know the class size.
  • Sit in on a trial lesson and look at the worksheets. A good centre gives regular feedback and can tell you which topics your child is weak in.
  • Ask about make-up classes and how term breaks are billed. Many centres charge for all 12 months, including the June and December holidays.

Red flags

  • A centre that obviously has classes of 10 or more but cannot show its MOE registration certificate.
  • Being pushed to prepay a full year or a large bundle of lessons with no written refund policy.
  • Guarantees like 'A1 guaranteed' or 'PSLE AL1 promised'. No legitimate tutor can promise a grade.
  • Tutors who claim to be 'MOE-trained' or 'ex-MOE' but will not say which school they taught at or give any proof.

Questions to ask before you book

  • Is the centre registered with MOE, and is this tutor registered to teach this subject?
  • What is the maximum class size?
  • How many lessons does the monthly fee cover, and are holidays charged?
  • Can missed lessons be made up or replayed?
  • What is the notice period and refund policy if we withdraw?

Questions about tuition centres in Singapore

How much does tuition cost in Singapore?

Group classes at centres cost about $160–$260 a month per subject for primary, $240–$420 for O-Level Maths and $280–$380 for JC H2 Maths, based on 2025–2026 published rates. Home tutors charge about $25–$35 an hour (part-time, lower primary) up to $90–$130 an hour (ex-MOE teacher, JC). Prices depend on the tutor's experience, the class size and the subject. Sciences and A-Maths cost the most.

Do tuition centres need to be registered with MOE?

Yes, if they teach 10 or more students. MOE says any centre offering tuition or enrichment to 10 or more students must register, along with its tutors. It must also meet infrastructure and fire-safety requirements and display its registration certificate. Registration is not an accreditation, so a registered centre is not necessarily a good one. Freelance tutors who teach outside centres are not covered.

Is a home tutor or a tuition centre better?

A home tutor gives one-to-one attention and works around your schedule, but costs more per hour and is not regulated. A centre is cheaper per hour, often has well-organised materials and, if it has 10 or more students, is registered with MOE. Many families use a centre for core subjects and add a home tutor before exams or for a subject their child is weak in.

How much do ex-MOE teachers charge for tuition?

Agency rate cards for 2025–2026 list ex or current MOE teachers at about $55–$70 an hour for lower primary, $60–$85 for lower secondary, $70–$95 for upper secondary and $90–$130 for JC. Ask which school they taught at and for how long, because the 'ex-MOE' label covers a very wide range of experience.
