What licence should a student care centre have?

  • Registration as SCFA administrator

Ministry of Social and Family Development (MSF) · Optional accreditation

Registration is voluntary, but every school-based centre is registered. Registered centres must meet MSF standards for supervision, premises, safety, hygiene and programme, and MSF audits them. Only registered centres can give SCFA. All centres must comply with the Children and Young Persons Act.

How to choose a student care centre

  • Student care centres do not need a licence, unlike preschools. Choose one registered with MSF if you want MSF's standards and audits, or if you might qualify for SCFA.
  • School-based centres save your child the commute and are usually the cheapest. Community-based centres may offer longer hours, school pick-up and more enrichment.
  • Check the SCFA table before you rule a centre out. For example, a household earning $3,000 or less a month gets 60% or more of a sub-$295 fee covered.
  • Ask how homework is supervised. Is it just quiet time, or do staff check the work and tell you about problems?
  • Check opening hours during the school holidays and on PSLE days, and whether full-day holiday care costs extra.

Red flags

  • A centre that is not registered with MSF but implies it can give government subsidies.
  • No clear sign-in and sign-out procedure for who can collect your child.
  • Very high child-to-staff ratios, or staff who keep changing.
  • Non-refundable deposits or vague terms for withdrawing.

Questions to ask before you book

  • Are you registered with MSF to administer SCFA?
  • What does the monthly fee include (meals, holiday programme, enrichment)?
  • How many children does each staff member look after?
  • What are the hours during school holidays?
  • What is the notice period for withdrawing, and is the deposit refundable?

Questions about student care centres in Singapore

How much does student care cost in Singapore?

School-based student care centres charged about $230 to $290 a month in 2025–2026, based on primary school fee notices. MSF has reported a median fee of about $295 at registered centres. Community-based centres with transport or enrichment can cost more. Most centres also ask for a one-month deposit and a registration fee of $20–$65.

Who qualifies for Student Care Fee Assistance (SCFA)?

SCFA is for children aged 7 to 14 (Primary 1 to Secondary 2) at an MSF-registered centre. Both parents must be working, and gross household income must be $4,500 or less (or $1,125 per capita for families of five or more). The child must be a Singapore Citizen, or a PR with a citizen in the immediate family. From January 2027, the ceiling rises to $6,500 ($1,625 per capita). Apply through SupportGoWhere.

How much does SCFA cover?

It depends on income. For centres charging under $295 a month, SCFA covers a percentage of the fee, from 98% for households earning $1,500 or less down to 20% for $4,001–$4,500. For centres charging $295 or more, it is a fixed amount of up to $290. MSF reports that families at the top tier pay a median of about $5 a month.

Do student care centres need a licence?

No. Unlike preschools, student care centres do not need a licence. All school-based centres are registered with MSF. Community-based centres register only if they want to give SCFA, and registered centres must meet MSF standards and are audited. Every centre must comply with laws such as the Children and Young Persons Act. MSF said in 2026 that it is reviewing the student care sector.
