What licence should an enrichment centre have?

  • Registration of private school

Ministry of Education (MOE) · Required by law

Required for enrichment centres teaching 10 or more students subjects taught in mainstream schools. It also covers language, music, dance and art schools that prepare students for official certificates. Courses and teachers must be registered too.

How to choose a enrichment centre

  • Try a community club course on onePA first. The same type of class often costs a fraction of a private centre's fee, so you can see whether your child enjoys it before paying more.
  • If the class is held at your preschool, CDA funds can pay for approved enrichment run by a Baby Bonus Approved Institution (since May 2025). Standalone centres generally don't qualify, so check go.gov.sg/listofais.
  • Ask whether the centre is registered with MOE if it teaches school subjects to classes of 10 or more. Registered centres also have their teachers registered.
  • Work out the price per lesson, including material, assessment and exam fees, so you can compare centres that charge per term with those that charge per month.
  • Ask for a trial class and how the centre will show progress, such as reading levels, graded exams or a showcase at the end of term.

Red flags

  • Being pushed to buy a year-long package upfront. Pay per term until you know your child will stay.
  • Claims that the class will 'boost PSLE scores' or 'raise IQ' without any evidence.
  • No written policy for refunds, missed lessons or make-up classes.

Questions to ask before you book

  • How many lessons are in a term, and what is the maximum class size?
  • Are materials and exam fees included?
  • Is the centre MOE-registered, or a Baby Bonus Approved Institution?
  • What happens if we miss a lesson or withdraw mid-term?

Questions about enrichment classes in Singapore

How much do enrichment classes cost in Singapore?

It depends a lot on the provider. People's Association courses at community clubs cost roughly $140–$200 for 8–10 lessons, for example phonics or abacus. Private speech-and-drama centres often charge $550 or more a term. Group music lessons start around $20–$25 a lesson, and private lessons cost $30–$60. Material and exam fees are usually extra.

Can I use my Child Development Account for enrichment classes?

Only in some cases. Since May 2025, CDA funds can pay for approved enrichment programmes such as speech and drama, robotics or coding, but only when they run at a childcare centre or kindergarten that is a Baby Bonus Approved Institution. Standalone enrichment centres usually are not Approved Institutions, so check the list at go.gov.sg/listofais before enrolling.

Do enrichment centres need to be registered?

Yes, if they teach 10 or more students subjects that mainstream schools teach. Registration with MOE covers the centre, its courses and its teachers, and also applies to language, music, dance and art schools that prepare students for official certificates. Registration shows the centre meets basic requirements. It is not a mark of quality.
