What licence should a maid agency have?

    Any agency placing migrant domestic workers must be licensed under the Employment Agencies Act. It is an offence to use an unlicensed agency. The EA Directory shows licence status, demerit points and agencies under MOM surveillance.

How to choose a maid agency

  • Look up the agency on MOM's EA Directory. Agencies with 12 or more demerit points are under MOM surveillance for 12 months; at 24 points the licence is suspended or revoked.
  • Ask how the refund works. Under Rule 13A of the Employment Agencies Rules, agencies must refund at least 50% of the service fee if the helper's employment ends within the first six months and the other conditions are met.
  • Get the placement loan or salary-deduction schedule in writing. Agencies in Singapore may collect no more than one month of the helper's salary per year of contract, capped at two months, in fees from the worker.
  • Decide between a fresh hire and a transfer. A transfer avoids airfare and the Settling-in Programme and can start within days, but salaries are often $700–1,000+.
  • If you have a citizen child under 16, a citizen or eligible PR aged 67+, or a person with disability at home, apply for the levy concession: $60 instead of $300 a month.

Red flags

  • The agency or its staff are not on MOM's EA Directory, or the agency is on MOM's surveillance list.
  • No written service agreement, or a refusal to put the refund terms and salary deductions in writing.
  • Fees collected from the helper above the legal cap of one month's salary per year of contract.
  • Asking you to pay the security bond in cash to the agency. The bond is a banker's or insurer's guarantee lodged with MOM.

  • What is your licence number, and how many demerit points do you currently have?
  • What exactly does your fee cover, and what is your refund policy if it doesn't work out?
  • How much is the helper's placement loan, and how many months of salary deductions?
  • Is the helper fresh or a transfer, and can I speak to her before deciding?
  • Who handles the work permit, insurance, medical and Settling-in Programme?

How much does it cost to hire a maid in Singapore?

Budget about $3,000–7,000 upfront and $1,000–1,650 a month (2026 estimates). Upfront costs include an agency fee of $1,000–3,000, insurance, the Settling-in Programme and airfare for a fresh hire. Monthly costs are the helper's salary (about $450–700 for fresh helpers) plus a $300 levy, or $60 with a levy concession.

Who qualifies for the $60 maid levy concession?

You pay $60 instead of $300 a month if an eligible person lives with you: a Singapore Citizen child under 16, a Singapore Citizen aged 67 or above, certain PRs aged 67 or above with a citizen spouse or child, or a person with disability certified by a doctor as needing help with at least one daily activity (applied through AIC). Each eligible person covers one helper, up to two per household.

Can I get my maid agency fee back if the helper doesn't work out?

Partly. Since 1 June 2022, agencies must refund at least 50% of the service fee you paid if the helper's employment is terminated within the first six months, provided other conditions are met. Notify the agency of the reason before terminating and request the refund in writing; the agency must pay within 14 working days. The helper's placement loan is excluded.

How do I check if a maid agency is licensed?

Search MOM's EA Directory (Employment Agencies and Personnel Search). It shows whether the agency is licensed, its live demerit points, whether it is under MOM surveillance, and its registered staff with photos. Agencies at 12 or more demerit points are under surveillance; at 24 points the licence is suspended or revoked. Using an unlicensed agency is an offence.

Do first-time employers need to attend a course?

Yes. If you are hiring a migrant domestic worker for the first time, you must complete the three-hour Employers' Orientation Programme before submitting the Work Permit application. It costs $35 online or $35–60 in a classroom. A first-time helper must also attend the Settling-in Programme within 7 days of arrival (excluding Sundays and public holidays), paid for by the employer.
