What licence should a cleaning company have?

    Lets companies employ migrant workers to provide part-time household services such as home cleaning. Using an HSS company (or a firm employing locals) is the legal way to get a foreign part-time cleaner.

How to choose a cleaning company

  • Decide between recurring and one-off service first: weekly or fortnightly plans are cheaper per hour and usually let you keep the same cleaner.
  • Ask whether the cleaner is the company's employee and, if foreign, holds a work permit under MOM's Household Services Scheme. Freelance foreign cleaners found through chat groups are working illegally.
  • For post-renovation cleaning, choose a flat-rate quote by floor area that states whether window tracks, grilles, cabinets and haze or cement-dust removal are included.
  • Check who supplies equipment and chemicals. Some services bring a vacuum and supplies, others expect you to provide them.
  • Read the cancellation, rescheduling and damage policy, and whether the company holds insurance for breakages.

Red flags

  • Offers from a foreign domestic worker to clean on her rest day. It is an offence for her and for you, even with her employer's consent.
  • Cash-only freelance cleaners recruited through Viber, WhatsApp or Facebook groups who cannot show a company or work pass.
  • Post-renovation quotes with no scope list, which often leads to add-on charges on the day.
  • No named company, UEN or way to raise a complaint if something is damaged or goes missing.

Expect a minimum booking of 3–4 hours, so a typical visit costs about $65–$120. Platform fees and Friday-to-Sunday surcharges can add a few dollars per booking.

Is it legal to hire someone else's maid for part-time cleaning?

No. MOM states it is an offence for a foreign domestic worker to take part-time work, with or without her employer's consent. Her work permit only allows domestic work for her employer at the registered address. Households that hire her can also be prosecuted, and fines have been imposed in past cases. Use a cleaning company instead.

Can I hire a freelance foreign cleaner directly?

Only if they hold a valid work pass that allows the work, which freelance foreign cleaners typically do not. Under the Employment of Foreign Manpower Act, employing a foreigner without a valid work pass carries a fine of $5,000 to $30,000, up to 12 months' jail, or both.
