How this works

For a private home bought from a developer before completion, the Housing Developers Rules fix the Normal Progressive Payment Scheme: 20% on signing the Sale and Purchase Agreement, within 8 weeks of the option date (including the booking fee, usually 5%), then 10% on completion of the foundation, 10% for the reinforced concrete framework, 5% each for partition walls, roofing, door and window frames with wiring, plastering and plumbing, and car park, roads and drains, 25% at TOP and the final 15% at completion (2% to the developer, 13% held by the Singapore Academy of Law until the CSC). Each instalment is due within 14 days of the developer's notice.

With a bank loan at 75% loan-to-value (MAS rules), you pay the first 25% yourself: at least 5% in cash, the rest from CPF Ordinary Account savings or cash. The bank then pays the remaining stages as they fall due. With a longer loan (over 30 years for private property, or past age 65) the limit is 55% and at least 10% must be cash.

For a BTO flat, HDB collects the downpayment in two parts. With an HDB loan (75%) you pay 10% when signing the Agreement for Lease and 15% at key collection; with a bank loan you pay 20% at signing (5% in cash) and 5% at keys. Under the Staggered Downpayment Scheme (first-timer couples who applied for the HFE letter by the younger applicant's 30th birthday, or owners right-sizing to a 3-room or smaller) it is 5% and 20% with an HDB loan. Young couples on deferred income assessment pay 2.5% at signing and 22.5% at keys. Rules as at October 2026.

FAQs

What is the progressive payment schedule for a new condo?

5% booking fee, 15% on signing the S&P (20% in total within 8 weeks), 10% at foundation, 10% at framework, 5% at walls, 5% at roofing, 5% at doors, windows, wiring and plumbing, 5% at car park and roads, 25% at TOP and 15% at completion and CSC.

How much cash do I need for a S$1.8 million new launch condo?

With a 75% bank loan, at least S$90,000 (5%) must be cash at booking. The next 20% (S$360,000) can be CPF or cash, and you also pay buyer's stamp duty of S$59,600 within 14 days of signing.

What is the Staggered Downpayment Scheme for BTO?

It lets eligible first-timer couples split the downpayment: with an HDB loan, 5% of the price when signing the Agreement for Lease and 20% at key collection, instead of 10% and 15%.

Is there a deferred payment scheme for BTO?

Yes, for seniors. HDB's Deferred Downpayment Scheme lets buyers aged 55 and above who have not yet sold their existing home and book an uncompleted 3-room or smaller flat pay only stamp duty and legal fees at signing, and the full price at key collection.

When does the bank loan start for a new launch condo?

Once you have paid your share. With a 75% loan the bank starts disbursing after the first 25%, which is partway through the foundation stage. Interest is charged only on the amount disbursed, so instalments rise as construction progresses.
