What licence should a renovation contractor have?

  • Directory of Renovation Contractors (DRC)

Housing & Development Board (HDB) · Required by law

Under the Housing & Development (Renovation Control) Rules, HDB flat owners must only engage contractors listed in the DRC for renovation works. DRC contractors apply for HDB permits on your behalf and can be given demerit points or debarred for breaches.

  • CaseTrust accreditation for renovation businesses

Consumers Association of Singapore (CASE) · Optional accreditation

Voluntary. Accredited firms cap the initial deposit at 20% of contract value, buy a deposit performance bond, use the CaseTrust Standard Renovation Contract and give at least a 12-month workmanship warranty. A joint CaseTrust–RCMA scheme exists for RCMA members.

  • BCA Approved Window Contractor

Building and Construction Authority (BCA) · Required by law

Window installation or replacement must be done by a BCA-approved window contractor (registered under workhead RW01) using trained window installers. For HDB flats the firm must also be listed with HDB.

How to choose a renovation contractor

  • Verify the contractor is in HDB's Directory of Renovation Contractors before signing, and confirm they will apply for any permit needed (hacking, flooring, windows, piping changes).
  • Get at least three itemised quotations based on the same scope and drawings, with quantities (sq ft, foot run) and brands, so you can compare like for like.
  • Prefer a CaseTrust-accredited firm if you want deposit protection: the initial deposit is capped at 20% and protected by a performance bond.
  • Tie progress payments to completed milestones, not dates, and hold back a final payment until defects are rectified.
  • Ask to see a completed project of similar age and flat type, especially for resale flats where rewiring and replumbing are common.

Red flags

  • Asking for more than 20–30% upfront, or full payment for carpentry before it is installed.
  • Offering to hack walls or change floors without an HDB permit to save time.
  • Lump-sum quotes without quantities, brands or specifications.
  • Contractors who are not in the DRC but offer to 'use a friend's licence'.
  • Pressure to sign on the spot with a limited-time discount.

Questions to ask before you book

  • Are you listed in HDB's Directory of Renovation Contractors, and are you CaseTrust-accredited?
  • Which items in my scope need an HDB permit, and who applies for it?
  • What is the payment schedule, and what does each payment correspond to?
  • How long is the workmanship warranty, and does it cover waterproofing?
  • Who is the site supervisor and how often will they be on site?
  • How are variation orders priced and approved?

Questions about renovation contractors in Singapore

How much does it cost to renovate an HDB flat in 2025–2026?

Qanvast's 2025 figures put a 3-room BTO at about $36,100–$43,700, a 4-room BTO at $51,000–$61,800 and a 5-room BTO at $67,000–$82,400. Resale flats cost more: about $64,300–$80,300 for a 4-room and $84,300–$97,000 for a 5-room, because of hacking, rewiring and replumbing. Budget a contingency for hidden works.

Do I need a permit to renovate my HDB flat?

Some works need HDB approval and others do not. Hacking or removing walls, replacing or raising floor finishes, window replacement and changes to sanitary piping all need approval, which your DRC contractor applies for. Simple works such as painting, carpentry and installing lights or fans generally do not. Check HDB's renovation guidelines for your specific works.

What is HDB's Directory of Renovation Contractors?

It is HDB's list of contractors allowed to carry out renovation works in HDB flats. Under the Housing & Development (Renovation Control) Rules, flat owners must only engage DRC-listed contractors. HDB can fine errant contractors, give demerit points and debar those who exceed the threshold, and unauthorised works must be reinstated at the owner's and contractor's cost.

Can I change my BTO toilet tiles immediately?

Owners of new BTO flats are generally required to wait three years before removing wall or floor finishes in toilets, to avoid damaging the original waterproofing. Tiling over existing tiles is an alternative some owners use. Any toilet works that affect floor finishes or piping still require a permit, so confirm the current rule with HDB or your DRC contractor.

What protection do I get from a CaseTrust renovation firm?

CaseTrust-accredited renovation businesses cap your initial deposit at 20% of the total cost and protect it with a deposit performance bond if the firm closes or is wound up. They must use the CaseTrust Standard Renovation Contract, collect payments by milestones, give at least a 12-month workmanship warranty and go through CASE mediation for disputes.
