Do I need a permit to change flooring in an HDB flat?

Yes, if you are removing or replacing the existing floor finish or raising the floor level. Those works need HDB approval and must be carried out by a contractor in HDB's Directory of Renovation Contractors, who applies for the permit. Laying loose or click-lock flooring over existing tiles generally does not involve hacking, but confirm with your contractor.

Is SPC better than vinyl?

SPC (stone plastic composite) is a rigid vinyl with a stone-polymer core, so it is more dent-resistant and more tolerant of slightly uneven floors than flexible vinyl. Both are waterproof.
