What licence should a recruitment agency have?

  • Employment Agency (EA) licence

Ministry of Manpower (MOM) · Required by law

Any business placing job seekers with employers for a fee must be licensed under the Employment Agencies Act. MOM's EA directory shows the licence and registered personnel.

How to choose a recruitment agency

  • Check the agency licence number and the consultant's registration number in MOM's EA directory before sharing documents.
  • For job seekers, most agencies placing local professionals are paid by the employer. If you are asked to pay, check the fee against the MOM cap.
  • For employers, compare fees (often a percentage of annual salary for permanent hires), the replacement guarantee period and exclusivity terms.
  • Ask how the agency handles your personal data. Under the PDPA it needs consent to share your CV with employers.

Red flags

  • Fees collected from a job seeker before placement, which MOM prohibits.
  • No itemised receipt for fees paid.
  • No EA licence number on its website, job ads or contract.
  • Your CV sent to employers without asking you.

Questions to ask before you book

  • What are your EA licence and personnel registration numbers?
  • Who pays your fee, and how much is it?
  • What happens if the placement ends early?
  • Which employers will you send my CV to?

Questions about recruitment agencies in Singapore

How much can a recruitment agency charge a job seeker in Singapore?

MOM caps the agency fee from workers at one month of fixed monthly salary for each year of service, up to two months' salary. Salary here means basic pay plus fixed allowances. Fees can only be collected after you are placed and, for overseas jobs, after the work visa is issued. Agencies must give itemised receipts.

Can an employment agency charge fees upfront?

No. MOM has said that collecting agency fees from job seekers before they are placed in a job breaches the Employment Agencies Act, and it has suspended agencies' licences for doing so. If an agency asks for money before you have a job, report it to MOM.

Do I get a refund if I lose the job soon after placement?

Under MOM's rules, agencies must refund at least half of the fees collected from a worker whose employment is ended within the first six months. Keep your receipts and employment documents in case you need to claim.

How do I check if a recruitment agency is licensed?

Use MOM's Employment Agency directory on the MOM website. Search by agency name or licence number, and check the individual consultant's EA personnel registration number. Licensed agencies should show their licence number on their website, ads and contracts.
