Public Entertainment Licence (PEL)

Under the Public Entertainments Act, any public entertainment (such as live music or performances) in a place open to the public must take place in a police-approved place under a PEL, unless an exemption applies. The penalty is a fine of up to $20,000. Hotels and established venues usually hold their own licences. Ad-hoc events may need the organiser to apply.

Any supply of liquor needs a liquor licence. Venues that sell alcohol hold a permanent class licence. Event organisers selling liquor at a temporary venue need a Class 5 temporary licence (up to 30 days). Processing takes about 3 weeks.

Most hotel banquets cost about $1,100–$2,200 per table of 10 before charges in 2025–2026. Five-star Saturday dinners often run $1,800–$3,000+, and luxury or heritage venues can reach $4,500. Restaurants and clan venues start around $800. Most quotes are '++', so add about 20% for the 10% service charge and 9% GST.
'++' means 10% service charge and then 9% GST are added on top of the quoted price, an uplift of about 19.9%. For example, a $1,800++ table works out to roughly $2,158. 'Nett' prices already include both. Always compare venues on the after-tax figure.
Public entertainment in a place accessible to the public needs to be held under a Singapore Police Force Public Entertainment Licence, unless it is exempted. Hotels and established event spaces usually hold the necessary approvals. If you are organising an event at a non-standard venue, check with the venue and SPF via GoBusiness before booking performers.
Most hotels and restaurants allow it but charge corkage per bottle, often with a number of bottles waived in the package. To sell alcohol at a temporary venue, you need an SPF Class 5 Temporary Liquor Licence, which takes about three weeks to process. Individuals hosting events where liquor is consumed in some public places may need a Liquor Consumption Permit.
