What licence should a caterer have?

    Only SFA-licensed food businesses may provide catering (buffets or packed meals). Caterers are Category 1 under the SAFE framework, and from Phase 2 (details by 2027) must appoint an Advanced Food Hygiene Officer and run a food-safety management system to hold grade A.

    Voluntary, but MUIS is the only body that can issue halal certificates in Singapore (Administration of Muslim Law Act). Certified outlets must display the original, valid certificate; photocopies are not allowed.

How to choose a caterer

  • Confirm the caterer is SFA-licensed and ask for its licence number; caterers are Category 1 under SFA's SAFE framework, so the grade reflects their track record.
  • For halal events, verify the caterer on the MUIS directory – the certificate should cover its central kitchen.
  • Compare total cost: delivery, setup, location surcharges, GST and minimum-pax rules can add significantly.
  • Ask about food-holding time: buffet food is usually meant to be eaten within a few hours of delivery; plan the timing around your event.
  • Check buffer quantities – most caterers recommend ordering for the confirmed headcount, not extra, as portions already include some buffer.

  • A home-based seller offering buffet or packed-meal catering – SFA prohibits this.
  • Halal claims without a MUIS certificate covering the caterer.
  • No written menu, headcount and delivery window confirmation.

Can home-based businesses do catering in Singapore?

No. SFA allows home-based food businesses to sell without a licence, but explicitly bars them from offering catering, including buffet lines and packed meals, because of the higher food-safety risk at that scale. Only SFA-licensed food businesses can cater, and licensed caterers cannot operate from home.

How much does mini buffet catering cost in Singapore?

Mini buffets for 8–30 people generally cost about $13–22 per pax before GST, based on caterers' published menus, with minimum orders of 8–20 pax. Bentos range from under $5 per pax for large bulk orders to $17.50 for premium sets. Delivery, setup and location surcharges are often extra.

What happened to the A, B, C, D hygiene grades in Singapore?

From 19 January 2026 SFA replaced the annual A–D hygiene grade with the SAFE framework. Outlets now get A (more than three years with no major lapse), B (one to three years), NEW (operating under a year) or C (a court conviction for a food-safety offence or a licence suspension under the demerit-points system).
