What licence should a driving school have?

    Singapore Police Force (Traffic Police) · Required by law

    Anyone who gives driving lessons for payment needs a valid instructor's licence under the Road Traffic Act. Teaching or abetting unlicensed lessons can lead to a fine of up to $2,000, up to 6 months' jail, or both. SPF publishes a contact list of licensed private driving instructors.

    Singapore Police Force (Traffic Police) · Required by law

    Learners need a PDL before any practical lesson. It is digital, costs $25, is valid for 2 years, and you can apply after passing the Basic Theory Test and eyesight test. Learners aged 65 and above need a medical certificate first.

How to choose a driving school

  • Look up first-time pass rates before you enrol. SPF publishes 12-month figures for each centre and each private instructor. For Aug 2025 to Jul 2026, first-time Class 3A pass rates were 53% at BBDC, 51% at SSDC and 39% at CDC.
  • Decide between Class 3 and Class 3A. A 3A licence covers automatic cars only. A Class 3 (manual) licence lets you drive both manual and automatic cars, but you will need more lessons to get there.
  • Compare total cost per lesson, not the enrolment fee. Off-peak sessions save about $9 per lesson. Over 25 lessons, that adds up to more than $200.
  • Choosing a private instructor lowers the hourly rate, but test-car rental, circuit bookings and possibly extra lessons can offset the savings. Private candidates also had lower first-time pass rates (30% for Class 3A).
  • Pick a centre you can reach easily for 20 to 30 sessions. BBDC is in Bukit Batok, CDC in Ang Mo Kio and SSDC in Woodlands. Practical lessons and the test take place at the centre's circuit and on nearby routes.

Red flags

  • An instructor who cannot be found on SPF's list of licensed private driving instructors, or who offers lessons in an unmarked personal car.
  • Lessons offered before you hold a valid PDL. Taking practical lessons without one is an offence.
  • A 'guaranteed pass' package. Traffic Police testers conduct the test, not the school or instructor.
  • Pressure to book many simulator or extra 'warm-up' sessions that are not part of the centre's published compulsory modules.

Questions to ask before you book

  • What is your first-time pass rate for my licence class over the last 12 months? (Check it against SPF's published figures.)
  • Which test car do I use, and how much is the rental for each attempt, including any warm-up session?
  • Which driving centre are you affiliated with, and who books the circuit sessions?
  • What is the cancellation notice period for lessons and tests? SSDC requires 72 hours for practical lessons.
