What licence should a pet shop have?

    Required to keep or display pets for sale. Applicants must complete mandatory pet welfare training, and premises are inspected. Licence conditions differ for dogs and cats, birds, fish, small mammals and other pets.

How to choose a pet shop

  • Check the shop on AVS's public registry of licensed pet shops, and look for the licence number on its ads and listings.
  • Before buying a dog for an HDB flat, check the breed against AVS's list of dogs approved for HDB flats. Large breeds such as Golden Retrievers and Labradors are not on it.
  • Ask for vaccination, deworming and microchip records, and plan to license the pet with AVS straight away.
  • Expect to be screened. For dogs, cats and rabbits, both buyer and seller complete a Pet Purchase Declaration; dog and cat buyers do it online via AVS's PALS when ownership is transferred.
  • Consider adoption: a sterilised, adopted pet qualifies for cheaper licences, and the fourth pet in private premises can get a reduced $15 fee if adopted from an AVS rehoming partner.

Red flags

  • No AVS licence number in the shop's ads or on its premises.
  • Selling a dog breed not approved for HDB flats to an HDB buyer without flagging it.
  • Animals kept in dirty, crowded enclosures, or puppies and kittens that look lethargic or unwell.
  • Skipping the Pet Purchase Declaration for a dog, cat or rabbit.

What dog breeds are allowed in HDB flats?

Only one dog per HDB flat, and it must be on AVS's official list of dog breeds approved for HDB residential flats, which covers small breeds such as Maltese, Shih Tzu, Pomeranian, Chihuahua and Yorkshire Terrier. Specified (potentially dangerous) breeds are banned from HDB flats. Breaking HDB's animal rules can mean a fine of up to $4,000.

How many pets can I keep in Singapore?

In an HDB flat: up to two cats and one dog of an approved small breed. In private homes and commercial premises: up to three cats or dogs in any combination, of which only one may be a Specified dog. Keeping more than three in private premises needs prior AVS approval, judged case by case.

How much is a dog licence in Singapore?

For a sterilised dog, $15 for one year, $25 for two years or $35 for a one-time lifetime licence. A non-sterilised dog costs $90 a year. Paying online, by GIRO or through AXS gets a 10% rebate. First-time applicants must complete AVS's free online pet ownership course before applying through PALS.
