Animal & Veterinary Service (AVS), NParks · Optional accreditation

How to choose a dog trainer

  • Check AVS's list of ACDT trainers. If a trainer claims AVS accreditation but is not listed, ask why.
  • Ask which methods they use. Reward-based training is the standard for ACDT certifying bodies; avoid trainers relying on prong, choke or shock collars.
  • For aggression or anxiety, choose a trainer with behaviour-consultant certification and involve your vet to rule out pain or illness.
  • Ask for a training plan with goals, homework for you and a review point, rather than open-ended packages.

Red flags

  • Guaranteed results or 'fix any dog in one session' claims.
  • Use of pain or intimidation (shock collars, alpha rolls, leash jerks).
  • Claims of AVS accreditation that do not appear on AVS's ACDT list.

Questions about dog trainers in Singapore

Do dog trainers need to be licensed in Singapore?

No. AVS's ACDT accreditation is voluntary. It requires certification from one of four independent bodies (IAABC, CCPDT, ABS or ACVB) and signals that the trainer meets international standards for humane, science-based training. Owners of Specified dog breeds must use an ACDT-accredited trainer.

Does my German Shepherd or Rottweiler need training?

Breeds listed as Specified dogs under the Animals and Birds (Licensing and Control of Cats and Dogs) Rules 2024, such as German Shepherds and Rottweilers, have extra licensing conditions, including training by an AVS-accredited (ACDT) trainer. Specified dogs are not allowed in HDB flats.

Can obedience training lower my dog licence fee?

Training matters for extra pets in private homes. To keep more than three pets in private premises, AVS expects each additional dog to be sterilised and obedience-trained by an ACDT trainer. A fourth dog qualifies for a reduced $15 licence fee if it is a sterilised local mixed breed adopted from an AVS rehoming partner.
