## How this works
The floor is the car's paper value: the PARF rebate plus the COE rebate you would get by deregistering it today. PARF is a percentage of the ARF paid, set by the car's age and registration date (75% to 50% for cars registered before 15 Feb 2023, capped at S$60,000 from 15 Feb 2023, and 30% to 5% capped at S$30,000 from 13 Feb 2026). The COE rebate is the QP paid × unused COE months ÷ 120.

The market estimate works the way used car prices are quoted in Singapore, on depreciation per year. Price ≈ PARF left at COE expiry + depreciation per year × years of COE left. You set the depreciation figure from listings of the same model and year; the range is ±15% around it to allow for mileage, condition and demand. It is an estimate, not a quote.

Dealers price a trade-in from what similar cars have recently sold for, less reconditioning, holding costs and their margin. Because anyone can deregister a car and collect the rebates, a fair offer should not fall below the paper value. If ARF is unknown, the tool estimates it from OMV at the ARF rates in force when the car was registered; cars with VES or EV rebates paid less.

### What is the paper value of a car in Singapore?
Paper value is the PARF rebate plus the COE rebate the owner gets on deregistration. A car registered in June 2021 with S$27,000 ARF and a S$38,000 QP has a paper value of about S$36,700 in October 2026: S$18,900 PARF (70%) and S$17,786 COE rebate.

### How do dealers value a used car?
Dealers work from recent selling prices for the same model and age, usually expressed as depreciation per year, then deduct reconditioning and their margin. The paper value acts as the floor, since the car could be deregistered for that amount.

### Can a dealer offer less than the paper value?
They can, but you would get more by deregistering the car yourself and claiming the PARF and COE rebates from LTA, which are valid for 12 months. An offer below paper value usually only makes sense for cars with major damage.

### Why is my car worth less after 2026?
Cars registered with COEs from the second February 2026 bidding exercise get a much smaller PARF rebate, 30% of ARF at most and capped at S$30,000. Their paper value is lower, so more of their price is written off over the COE.
