# Security Agencies in Singapore

Security agencies in Singapore must be licensed by the Singapore Police Force's regulatory department under the Private Security Industry Act, and every officer needs a valid security officer licence. Agencies are assessed under the Security Agencies Competency Evaluation (SACE), which replaced the old A–D grades with pass or fail. Resident officers must be paid Progressive Wage Model wages.

- Write the contract around outcomes (what must be protected, response times, reporting) rather than just headcount. Outcome-based contracting is encouraged in the sector.
- Make sure the price reflects PWM wages, overtime limits and relief officers. Very low bids often mean understaffing.
- Ask about technology such as CCTV analytics, guard-tour systems and incident reporting apps, which can reduce headcount needs.
- Agree how officers will be treated on site. Service buyers share responsibility for protecting officers from abuse under the 2021 enhancements.
