# Halal Restaurants in Punggol

Only MUIS can issue halal certificates in Singapore, and certification is voluntary. A certified restaurant must display its original, valid certificate – check it on the MUIS directory or the MuslimSG app. "Muslim-owned", "no pork, no lard" or Islamic signage is not certification; MUIS advises diners in doubt not to eat there.

## Licences
- **MUIS Halal Certificate** (Majlis Ugama Islam Singapura (MUIS), optional): Voluntary, but MUIS is the only body that can issue halal certificates in Singapore (Administration of Muslim Law Act). Certified outlets must display the original, valid certificate; photocopies are not allowed. Check: https://muis.gov.sg/Halal/Halal-Certification/Certified-Eating-Establishments
- **Food Shop Licence (SFA)** (Singapore Food Agency (SFA), required): Every restaurant, cafe, bakery, stall and food court outlet selling food to the public must be licensed by SFA. Since 19 Jan 2026 the licence carries a SAFE grade (A, B, C or NEW) based on the outlet's food-safety track record; scan the QR code on the displayed licence to see it. Check: https://go.gov.sg/sfa-track-records

## How to choose
- Search the outlet on MUIS's Certified Eating Establishments list or the MuslimSG app before booking. Certification is per outlet – one branch being certified does not cover the chain.
- Look for the original certificate on display; MUIS does not allow photocopies.
- Understand the difference: Muslim-owned stalls may serve halal food without certification (their owners take responsibility), but they are not MUIS-verified.
- Halal-certified premises cannot admit pet dogs, even in outdoor seating – useful if you are dining with someone uncomfortable around dogs.
- For events, ask whether the caterer or restaurant's central kitchen is also certified, not just the dining outlet.

## Red flags
- A halal certificate that is a photocopy, expired, or names a different outlet.
- Halal claims based only on Arabic names, Quranic verses or a 'Muslim-owned' sign.
- A non-Muslim-owned business making halal claims without MUIS certification.

## FAQs
### How do I check if a restaurant is halal in Singapore?
Search MUIS's Certified Eating Establishments list on muis.gov.sg or in the MuslimSG app, and look for the original, valid certificate displayed at the outlet. MUIS is the only body that can issue halal certificates in Singapore. To report a suspect certificate, contact MUIS at 6359 1199 or info@muis.gov.sg.

### Is Muslim-owned the same as halal-certified?
No. Muslim-owned outlets may choose not to apply for certification, and MUIS says owners making halal claims are responsible for them. But only MUIS certification is independently verified. MUIS has said Arabic names or Quranic verses on a stall do not confirm Muslim ownership, and advises diners who are in doubt not to eat there.

### Can halal restaurants allow dogs?
No. MUIS's certification conditions prohibit pet dogs at halal-certified premises, and SFA confirms that halal-certified premises cannot admit pet dogs even in outdoor refreshment areas, despite the general relaxation for pets from 1 January 2025.

### Is halal certification compulsory in Singapore?
No, MUIS halal certification is voluntary. However, MUIS has sole legal authority under the Administration of Muslim Law Act to issue halal certificates, and it strongly recommends that businesses making halal claims apply for certification.
