# Commercial Cleaning in Singapore

Any business providing general cleaning at offices, shops, F&B outlets or public places in Singapore must hold an NEA Cleaning Business Licence. Buyers can be fined up to $10,000 for hiring an unlicensed provider. Check the NEA list before signing and throughout the contract. Resident cleaners must be paid at least Progressive Wage Model levels.

- **Cleaning Business Licence (Class 1, 2 or 3)** (National Environment Agency (NEA), required): Required under the Environmental Public Health Act for general cleaning at premises or public places, including by subcontractors and since 2024 manpower suppliers. ## How to choose
- Check the licence on NEA's list of licensed cleaning businesses at signing and at each renewal. The offence of engaging an unlicensed provider falls on you as the buyer.
- Prefer Class 1 or Class 2 licensees for long contracts. Class 3 is a non-renewable starter licence.
- Specify outcomes (cleanliness standards, inspection frequency) rather than just headcount. NEA and MOM encourage outcome-based contracts.
- Make sure the quote reflects PWM wage levels for resident cleaners. A very low bid may mean underpayment.
- Agree supervision, replacement cover for absent cleaners, consumables and equipment in the contract.

- A quote far below other bidders for the same scope.

### Do cleaning companies need a licence in Singapore?
Yes. Businesses providing general cleaning at premises or public places must hold an NEA Cleaning Business Licence, even if cleaning is only part of their business. Operating unlicensed can lead to a fine of up to $10,000, up to 12 months' jail, or both. Domestic, façade and swimming pool cleaning are excluded.

### Can I be fined for hiring an unlicensed cleaning company?
Yes. It is an offence for a service buyer to engage an unlicensed cleaning business for general cleaning, with a fine of up to $10,000 plus $1,000 a day for continuing offences. NEA advises buyers to check the licence when signing the contract and throughout its duration, using NEA's published list.

### What are the NEA cleaning licence classes?
Since 1 January 2024 there are three classes, each valid for two years. Class 3 is for new businesses and cannot be renewed. Class 2 needs at least $25,000 paid-up capital and bizSAFE Level 3. Class 1 needs at least $250,000 paid-up capital, bizSAFE Level 3, more trained staff and a clean compliance record.
