### Do cats in cat cafés need to be licensed in Singapore?
Yes. Under the Animals and Birds (Licensing and Control of Cats and Dogs) Rules 2024, all cats and dogs must be licensed with AVS, and the transition period for existing cats ended on 31 August 2026. Non-HDB premises, including commercial premises, may keep up to three cats or dogs unless AVS gives prior approval for more.

### Can I adopt a cat from a cat café?
